Participant role

Dealers and resellers (stocking)

Buys used or surplus IT equipment, takes legal title, holds it as physical inventory, and resells it. Value is added by sourcing, aggregation of supply, stock availability and market-making, not by changing the equipment.

How this role is defined
Qualifying activities
purchase for own account; warehousing of stock; listing and selling from held inventory; buying trade-in or end-of-life lots from generators, ITADs or other dealers.
Does not qualify alone
arranging a sale between two other parties; operating a marketplace for other sellers; refurbishing (that is an additional role, not this one).
Boundary vs C03
C04 does not change device condition.
Boundary vs E04
the discriminator is title plus possession; a dealer that drop-ships from another dealer's stock and never takes title is E04.
Boundary vs V05
V05 is the storefront channel the dealer operates; C04 is the stocking and trading function behind it. A dealer with its own e-commerce site holds both.
B2B scope
business-to-business only. Activity sold to individual consumers or households never supports this role; a company serving both is admitted on its business-facing evidence alone, with the consumer channel recorded as an attribute of the company, never as grounds for a role.
